Illinois just tripled the amount of time teens have to ride with their parents before they are allowed to get their driver's license. Meanwhile old people are careening around on sidewalks unrestricted and unchecked. Makes perfect sense to take care of the lesser half of the problem and not even address the other side at all. Another good job well done.
